China Solicits Comments on Three New Food-Contact Materials

On March 15, 2023, China National Center for Food Safety Risk Assessment (CFSA) solicited comments on 3 food-contact materials and articles. The substances and specifications are listed below.

  • Glass fiber (CAS No. 65997-17-3) to be cleared for use in polyetheretherketone (PEEK) plastics at a maximum use level of 30%.
  • C.I. pigment black 28 (CAS No. 68186-91-4) to be cleared for use in coatings and coating layers at a maximum use level of 15% (on a dry weight basis). Coatings made with this substance must meet the requirements of GB 9685-2016 Appendix A for the purity of colorants. In addition, the level of manganese may not exceed 100 mg/kg, and the specific migration levels (SMLs) for copper and manganese must comply with the provisions of Annex C of GB 9685-2016. The above restricted use requirements shall be marked in accordance with the provisions of GB 4806.1.
  • β-Alanine, N-(2-aminoethyl)-, monosodium salt, polymer with 1,4-butanediol, 1,6-diisocyanatohexane, 1,3-diisocyanatomethylbenzene and hexanedioic acid (CAS No. 141073-56-5) to be cleared for use in adhesives (in direct contact with food) at a maximum use level of 20 g/m2 (on a dry weight basis). The SMLs are 5 mg/kg as 1,4-butanediol; non-detectable (ND) as Isocyanate, where the detection limit (DL) is 0.01 mg/kg; and 0.05 mg/kg for N-(2-aminoethyl)-, monosodium salt. Adhesives containing this substance must be stored between 10 and 30oC; have a shelf life of 6 months; and be used for filling at room temperature and for long-term storage at room temperature and below (including hot filling and pasteurization at T ≤70 o C, t ≤2 h or T ≤100 o C, t ≤15 min). The above restricted use requirements must be marked in accordance with the provisions of GB4806.1
