Are polyvinyl chloride (PVC) films and PVC packaging either fully or partially prohibited in some European Union countries?

Answer

Polyvinyl chloride (PVC) films and PVC packaging intended to come into contact with food are not banned in the European Union (EU).  However, they must comply with the EU’s Framework Regulation (EC) No. 1935/2004, as amended), Regulation (EC) No. 2023/2006 on good  manufacturing practice for materials and articles intended to come into contact with food, and the Plastics Regulation (EU) No. 10/2011, as amended.  These Regulations apply to all EU Member States.  Therefore, provided the PVC films and PVC packaging intended for food contact applications comply with the applicable harmonized Regulations, including specific migration limits for vinyl chloride, they may be lawfully placed on the market throughout the EU.
