When is Title 21 of the CFR Updated?

Why does Title 21 of the CFR database on the U.S. Food and Drug Administration's webpage state, "Revised April 1, 2008" for each chapter and subsection? Also, the GPO website also has April 1 revision dates listed for 21 CFR. We are having some problems explaining to our European co-workers that this doesn't mean that 21 CFR is updated (changed) each year.

Answer

The U.S. Government Printing Office (GPO) is responsible for the production and distribution of information products and services for the U.S. Federal Government. It is not responsible for determining the content of the publications. The April 1, 2009 revision date on the GPO Access website (a service of GPO that provides free electronic access to official Federal Government publications) for Title 21 of the Code of Federal Regulations (CFR) only indicates that it is current as of that date. It does not necessarily mean that any changes were made since the previous update.
