The U.S. Food and Drug Administration’s (FDA) recently released final guidance, titled, “Registration and Listing of Cosmetic Product Facilities and Products,” provides information to be included with registration and listing submissions required under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA).

The Modernization of Cosmetic Regulation Act (MoCRA) was signed into law on December 23, 2022, as part of the Consolidated Appropriations Act of 2023. It amends Chapter VI of the Federal Food, Drug, and Cosmetic Act (FD&C Act) to strengthen the U.S. Food and Drug Administration’s (FDA) oversight of cosmetics.

Over the last twelve months, there has been a significant uptick in Consumer Product Safety Commission (CPSC) recalls of products that do not have required child-resistant closures.
